| Have you talked to the neighbor yet? How long have they been there? Do they escape the yard ever? I think you should definitely talk and express your concern for your cats to your new neighbor before calling animal control. Maybe you'll get a chance to get a better look at the dogs. The neighbor deserves some kind of warning, like telling him about the law if your area does limit a certain amount of dogs or the tethering. Instead of them just being slapped with a fine or having the dogs being taken away and most likely put down. Just saying if you feel the need to report them do give them a chance to find the dogs another home, or a rescue.

I'd check to see what the limit is for dogs allowed at one residence. Also note if they keep any add'l dogs inside the house. Watch their water, and if they're ever out of water you have an excuse to call the local animal control. I hope your cats stay safe, and that these are not the kind of pitties who are violent toward cats or any other creatures, for that matter.

| Now that I've seen another reference to chained, I went back and read your OP and realize I overlooked that fact! Sorry! It's a shame people would treat an animal like this - sticking it on the end of a chain where it cannot really feel free or even escape potential danger. If another dog attacks it or a coyote or something jumps in that yard and attacks it, it's stuck. It must be a miserable life. I couldn't stand to leave an unattended animal stuck on the end of a rope or chain outside and think its wrong to do it. Your AC may have rules against that practice so you might check that out and report it. It can break a dog or make him wild and totally unpredictable and dangerous. If they ever do get off the chain and out, they usually have no idea how to act and are rarely socialized. Un-socialized, big, powerful animals can be a danger. I sure hope these poor dogs have a better future than life at the end of a chain. And that your animals can stay safe from them.

| I can certainly understand your worry! Why anyone would just chain their dogs to a tree is beyond me. The fact that there are 5 is so much more scary. I feel so bad for you and hope your cats will be okay. It's so sad to have to live in fear in your own neighborhood. Do those people own that house, or is it a rental? Hopefully they don't stay long!
