this was my first thought, most cities have limits on how many dogs or cats an individual can own, that should be easy to find out and if over the limit report them. I know many here love PitBulls but I would not want even one living in an area that butted up against my property. Good luck, also what about barking, there are normally ordinances against excessive noise
