Now that I've seen another reference to chained, I went back and read your OP and realize I overlooked that fact! Sorry! It's a shame people would treat an animal like this - sticking it on the end of a chain where it cannot really feel free or even escape potential danger. If another dog attacks it or a coyote or something jumps in that yard and attacks it, it's stuck. It must be a miserable life. I couldn't stand to leave an unattended animal stuck on the end of a rope or chain outside and think its wrong to do it. Your AC may have rules against that practice so you might check that out and report it. It can break a dog or make him wild and totally unpredictable and dangerous. If they ever do get off the chain and out, they usually have no idea how to act and are rarely socialized. Un-socialized, big, powerful animals can be a danger. I sure hope these poor dogs have a better future than life at the end of a chain. And that your animals can stay safe from them.
