| I think that's what they are trying to achieve. However, I have yet to see it be enforced. The law that I'm aware of is only in affect in the city of Los Angeles, not the county. And within the city of LA, I personally know a family friend who just recently "bred" her chi puppy. That's not exactly following the rules that were just passed. |

Does anyone know if AKC (or any other registry) has applied to Los Angeles for official "recognition" yet? If they haven't done that by Oct 1, no one is going to be able to "legally" own unaltered dogs and cats in that area. Chicago is trying to pass a similar bill and Virginia is thought to be the next area that will be targeted.

| I Love Thor Donating Member | Ya know what. That's really harsh, and also a little too late. They are targeting the wrong group. People that just bought a puppy are not going to return it after the fact and go adopt a pound puppy. It's sad that so many dogs and cats are euthanized every year, but this campaign had been taken too far I think... |

| Donating YT 10K Club Member | Back yard breeders will probably ignore the law. Puppy mills now are already licensed by the government via USDA. They don't have enough inspectors to inspect those now. I don't like the government to have the authority to say...who may and who may not...receive a permit. Suppose these permits are limited to a certain number. Who gets one then? Who decides there are "enough'...say yorkie breeders or any other specific breed?

It sounded good in theory, reducing the number of animals on the streets and in the shelters. I hate to see the number of animals that have been euthanized. But the way they were trying to do it was going to make it cost even more to buy a puppy from a good breeder, and I don't think it would motivate anyone to spay/neuter their pet if they didn't want to before the law. So it was just going to make it more of a hassle for the people who are already responsible pet owners and reputable breeders.

USDA has a very limited amount of people for their inspections...which includes actual commerical breeders of poultry, cattle...etc. There is not enough money to hire enough inspectors. I imagine most of the enforcement would be done much like it is here...if you exceed 5 dogs...someone has to report that you own more dogs than this. There isn't some patrol randomly knocking at your door. That alone is the reason I suspect it will do little to stop backyard breeders....they'll ignore the law.

Either way, I'm starting to think this will not work. As others have stated, it will either drive prices of good reputable breeder's pups up and maybe (and this is a sad thought) it might result in a "puppy black market." Which could only make PETA think it was right all along, and who knows what will happen then! But I'm getting ahead of myself. Back to what I've learned here on YT, EDUCATION! If organizations like PETA focused more on providing education rather than making good guys and bad guys out of people who would like a little fury companion, there would be no need for such ads as the one originally mentioned here. | |
