USDA has a very limited amount of people for their inspections...which includes actual commerical breeders of poultry, cattle...etc.

I imagine most of the enforcement would be done much like it is here...if you exceed 5 dogs...someone has to report that you own more dogs than this. There isn't some patrol randomly knocking at your door.

That alone is the reason I suspect it will do little to stop backyard breeders....they'll ignore the law.
Hehe! I never actually expected them to attempt random searches, but I would however think they would try to inspect a property when a complaint is filled.
Either way, I'm starting to think this will not work. As others have stated, it will either drive prices of good reputable breeder's pups up and maybe (and this is a sad thought) it might result in a "puppy black market." Which could only make PETA think it was right all along, and who knows what will happen then! But I'm getting ahead of myself.
Back to what I've learned here on YT, EDUCATION! If organizations like PETA focused more on providing education rather than making good guys and bad guys out of people who would like a little fury companion, there would be no need for such ads as the one originally mentioned here.
