I think that's what they are trying to achieve. However, I have yet to see it be enforced. The law that I'm aware of is only in affect in the city of Los Angeles, not the county. And within the city of LA, I personally know a family friend who just recently "bred" her chi puppy. That's not exactly following the rules that were just passed.
