| Hi, I agree, don't confront the owner. No doubt they will have major attitude, and tell you it's their dog and butt out! I would call the animal control, tell them your concerns, let them sort out if this is abusive........they will appreciate the call. They are the experts. They will probably take a drive by, maybe drop in on them...... But I would call them pronto..........you've been assigned by the universe the task of helping this little one because it was brought to your awareness......so don't feel bad, make the call, and let the outcome be in the hands of the professionals. My thoughts.............. good luck! |

| If that guy acted on some of the suggestions made here about "dognapping", he could get shot. Remember, he said there was a big dog chained up as well. That big dog could very easily start barking at him if he came on the property. Lets hope he found a safer solution to getting that little Yorkie out of that situation. |

If you take something of someone elses without their permission, you are stealing and it is a crime. So if I disagree with a parent on how they are raising their child, I should just go over there and steal the child instead of calling the authorities?

| But that wouldn't happen. Of course child protective services would take a child in that state. Not everything is so clear cut. Large dogs are chained up like that all the time. It is more dangerous for Yorkies but it is still within the law.

| So lets say he calls the humane society and they tell him that as long as the dog has food shelter and water there is nothing they can do.. Then what do you suggest he does? |

| so youd rather the dog run a severe risk of heatstroke and death? I don't steal, never have but I will help a person or animal survive even if it goes against the law.. because food and water won't always prevent death.

| If all laws are being followed and nobody will do anything about it, the original poster could always ask if he could have the dog and explain why it is wrong to leave him/her out there. Beyond that, there is nothing he can do.
