but I think she was switched and I would call her on it there is a lot of people that would think twice about switching dogs I would lie and tell her I put polish on the rear nail and its not there when I picked her up and how diff she looks

If this breeder actually did this, I would be concerned with what else has she lied about? (health of the parents, testing, etc...) Did you take any pictures of your puppy when you picked her out? If so, I would take the pictures and the puppy back to the breeder to weigh her on the same scale and then try to reach an agreement. My ultimate opinion is that if you think the breeder is capable of carrying out this deception (whether it was done or not) then this is not the breeder for you! You need to feel totally comfortable with a breeder.

I like your idea about the polish. However, it wouldn't work in my case. She had the toenails clipped on all the puppies right before she sent them home. I already called the breeder (yesterday) and asked her about the possibility of the puppies being switched. She said that it wasn't possible and that my puppy had just been eating too much over the last 6 days since I last saw her.

People can do such rotten things...It sounds like she is not going to admit or give you the dog that you chose. I'm not sure what you can do... However, look at this puppy for her and not for the terrible things the breeder did. Does she bring you happiness at all? It's not her, it's the breeder! She can be one of the best pups you have ever had. Big or small.

I paid $1,200.00. I know you can pay less in this area if you don't care about size. You can also pay a lot more if you want a really small one.

I'm sorry to hear about your situation. I would definitely ask to see all the pups again if she still has all of them. Just to give the breeder the benefit of the doubt, perhaps she had mix-up and will remedy it by giving you the pup that you originally selected. In any case, if she doesn't have all the pups available for you to determine if she did a switch, I would definitely recommend that you ask for your money back (that is if you're sure you do not want the other pup). Also make sure she give you at minimum a 1-year health guarantee if you decide to keep the pup. I hope everything works out.

Thats what I paid for my girl and she was supposed to be small too but grew to 6 lbs

Did you pay by check (unlikely) or credit card. The latter allows you to file a dispute, the former allows you to stop payment. Cash is bad news.

Many breeders see breeding it as a business, and don't see any problem with lying.

The YTCA recommends that breeders keep yorkies a minimum of 12 weeks, at this age you also have a much better chance of estimating the adult weight, just double it. However, many breeders who sell them younger, lie about the age, they are even younger than you think, because the know the dogs will be large. Always look at mom and dad for the best indicators of aadult size, especially look at mom.
