How do I fix it?

Please tell me its not to late to train her! She is a little over 4 months old now and I have been trying to get her to go on the potty pads for 2 months. I have even tried following her aroundbut she waits till Im not looking. What am I doing wrong?

Ok I'm going crazy

I have always wanted a yorkie, so my husband surprised me and got me a little girl. She is beautiful.. her name is Ninia Boo.But I cant seem to potty train her. I have tried potty pads. But she refuses to go on them she hides behind a chair and goes HELP!!!!!!
