Ok I'm going crazy

I have always wanted a yorkie, so my husband surprised me and got me a little girl. She is beautiful.. her name is Ninia Boo.But I cant seem to potty train her. I have tried potty pads. But she refuses to go on them she hides behind a chair and goes HELP!!!!!!
