It might have been 'something' at one point in time, but looks likes something that has just been decomposing. My question is, who took the picture? How did it just 'disappear' without a trace, no accountability for it, but still there's a picture? And if it were a gov't experiment, I seriously doubt they'd just toss it in the water...

The link you posted with the raccoon is the most plausible explanation if it isn't a hoax. The theory I heard about it being an experiment from Plum island was that something escaped. Not at the top my my list of explanations but there you have it.

Reminds me of a story of a few years when the whole "chupa cabra" was around! Creepy

I think this was pretty good detective work.

I also think it is a hoax. There are so many of those that it is the most plausible explanation. In my opinion.

Maybe it's a publicity stunt to promote the new X-Files movie.

I can't exactly figure it out, but the lady who sent it in (and claims her friend took the pic) works for some kind of viral online marketing and advertising business that is iconveniently tied to a new show on the Cartoon Network about "mystery animals" thought to be folk lore...or something...but the article(s) that mentioned it didn't explain it very clearly...

Hmm...strange.
