It might have been 'something' at one point in time, but looks likes something that has just been decomposing. My question is, who took the picture? How did it just 'disappear' without a trace, no accountability for it, but still there's a picture? And if it were a gov't experiment, I seriously doubt they'd just toss it in the water... |

I think this was pretty good detective work.
I also think it is a hoax. There are so many of those that it is the most plausible explanation. In my opinion.
