| Report it Report it. If you did not think it should be reported you would not have asked? Do what your heart says and report them. If nothing else comes of the situation your neighbor needs a serious decision about proper pet care.

| Call Animal Control~ Insist they monitor this house and get that dog out of there...If you see some  thing out of the ordinary and do nothing, you are just as guilty...

| I sincerely hope that you are NOT telling the truth. I would never want an animal to be treated in the manner you have described. However, if you ARE telling the truth, then please please please report it. Call anyone and everyone you can get to listen. Cry. If you can't cry, FAKE IT. Do whatever it takes to save that precious babies life.

| I apologize~ It was meant as a general comment to anyone in a situation like this... , that is to say about any abuse...Don't be afraid of the consequenses as she stated in her tires and gas tank, all those things can be dealt with...
