I sincerely hope that you are NOT telling the truth. I would never want an animal to be treated in the manner you have described.
However, if you ARE telling the truth, then please please please report it. Call anyone and everyone you can get to listen. Cry. If you can't cry, FAKE IT. Do whatever it takes to save that precious babies life.
