This woman needs Animal Control to ask to see the condition of her dogs, and ask to see the registration papers for the dogs, and their shot, and health records, their Rabies tags, it is against the law to not register your dogs with the city,it is also against the law to have more than two litters without a State Lic. It is also against the law to have the number of dogs on her property without a special use permit. It is also against the law to keep her animals in the condition they are in in the Garage. I think before Mon. it would be a good idea to pull up the laws in Calif concerning the number of animals allowed on a property, I am sure she is over the limit! Also I think their is a new law that if you do not have a lic. to breed, you have to have your dogs, spayed and neutered by 6 mos. The above, I am not 100% sure about, I am just going by myself, as I am a breeder, and I had to be State Lic. AKC comes once a year to make sure your dogs are clean and in good shape, and all your paper work is in good order, and the dogs are properly registered.if they even have a Matt, or conditions are not up to par, or you do not have the paper work, and shots are not current, AKC will charge you with a 10,000.00 fine, and take away your AKC privileges. You are required to keep records of who the puppies and dogs have been sold to, or given away to, if you have more than 2 litter per year you are required to have a small animal breeding lic. If not breeding and have more than 6 animals on your property, you also have to have a boarding lic.if an excessive amt. of dogs are on the property. You have to be inspected once a year by the state to check the conditions, your pets are living in. Your breeding lic. must be visible by the public etc. etc.. Galatea you can pull all this information up on your computer. I would turn them into the State, and AKC, and the SPCA, I am sure the woman is breaking all the above laws! They have to produce proof to Animal Control that they are licenced to be in the breeding business and that all dogs have been reg. in the State or County and current on their shots, and the living conditions are up to par. ALSO, That records are kept as to who the puppies have been sold to or given away to.. the list is a long one to be legal!!!!! Maybe you can get her for not having the proper registration, lic, tags, shots, etc. and bust her for that. It would also help if someone would file a noise complaint, and that is how to get Animal Control involved, and also say they are concerned about the living conditions of the animals and the number of animals living in the house and on the property. That way Animal Control has a reason to be there, if you could get several people in the area to file a complaint she would have to show Animal Control that she has the proper permits and Lic. to do the breeding business. Animal Control needs a reason to be there! These are the laws in Colo. I went through getting State Lic. and a Special Use permit, which has to be renewed every year to breed dogs in my County, and we live on 4 acers, and I was told by land Managment, Animal Control, The Sherrif, No one knew the Laws! They all said that I did not have to get the State involved as I was only raising Yorkies who are house dogs and the County was not looking for someone like me. Wrong!!!!!! I thank the Lord that I went ahead and got State Lic. as I had too much money involved not to be legal. I spent over 150,000.00 getting my house and yard ready to do my breeding business. I got State Lic. but had no Idea I needed a special use permit to breed yorkshire terriers, It took me a year and 10,000.00 to get legal with the County!!!!!!! Animal Control has no idea of what is required to be legal in the State or County. So getting the above information is a must!!!! Animal Control needs to know all this information, and you can get it printed out on your computer, just go to Small Pet Breeding Lic. Than Laws about the number of pets allowed in Modesto Calif. per household. Etc. I thought I had done everything I needed to do to be Legal, as our neighbors, all signed papers that my dogs did not bother anyone, and that they did not even know I was in the breeding business, I also got BLM to give me the O.k. as we have 4 acres that boders BLM, I was doing everything by the book, and had no Idea I need to get a Special Use Permit, even Animal Control said I did not have to get a special use Permit. Animal Control does not always know the laws required to be a breeder. So please find out all the above information. I know the laws in Calif are different than in Co. I also know the breeding laws are stricter in Calif. than Co. Some one turned me in because they were concerned about the number of dogs I had on our property, 4 is the limit because we have 4 acres, but in being Lic. by the State I thought I was o.k. Wrong!!!! I am hoping with all this information, you can check the laws in Calif and In Modesto as to what is required to breed dogs on your property, and how many dogs you are allowed on the property to be legal. I am sure she is in violation! Probably in all of the above. If you go armed with the above information, and Animal Control has it in hand by Mon. I am sure you will be sucessful, Also Maureen, and Mike can file a formal complaint about the number of dogs that they heard barking on their property when they were passing out flyers. Animal Control has the right to inspect the property as their was a complaint filed. Which Mike and Maureen can file, as they were at the house passing out flyers, and heard an excessive amount of dogs barking on the property and in the Garage, and yard. They can also state on the complaint that the oder was horrible! I am sure it is legal to go to a house knock on the door and ask if anyone has seen a lost dog, and hands that person a flyer. No one was home when Maureen and Mike were there, but if they file a complaint with Animal control about the number of dogs on the property and conditions they are living in, Animal Control can put more pressure on the lady to see the conditions the animals are living in and if they are all legal with the proper lic. and proof that all the dogs have current shots, and records are kept as to where the dogs and puppies that were sold went to. This is the law here in Co. I hope this information will at the least get this lady closed down, and hopefully all the dogs that she has on her property will be placed in a no kill shelter till they are adopted. This is also a good time to get the ASPC involved, so on Monday, you have all the legal elements to get the dogs off the property, and inspect the property, you now have a reason because a complaint has been filed by Mike and Maureen! Best of Luck, you are in my prayers to be sucessful!, and hopefully bring Zeke, Cosmo home, and any other Yorkies that are living on that property that she can not prove are her own to their proper owners. If any breeders in Calif can help Galatea with what is legal, that would also be helpful, however, I know Galatea will not risk taking anyone's word, she will check out the breeding laws, and the amount of animals per household is allowed. I hope this information has been helpful! You are all in my daily prayers and thoughts, please do all your homework, so this Grandmother is busted, and her dogs are taken away from her, and placed in homes where they can thrive!!!!!. |

And hopefully get Zeke home, and the puppies properly taken care of, as well as all the rest of the dogs on the property. |

I agree with Jeannie...we should know the California laws, Maureen should have them in hand when she proceeds with galatea's guidance. Holding my breath, waiting is difficult...but we want this all done right, for the sake of Zeke and all the other dogs and puppies that are being kept in poor living conditions. I pray that they stay well that they are not hurting or sick. |

I just wanted to say about saying a positive id. If you say its him and it's not they will most likley not help you anymore. I would just sit tight and keep faith. don't say it's him till your sure it's already a stuggle to get them to help you now. I am still hoping for a safe return i am here for you! |
Jeannie, were all are so passionate about getting these babies home,we know now what condition the environment is and that these baby are suffering and its so hard not to show your feelings when we all want to get on planes and go to that ladies house and get the babies,i was hoping that they would call the spca, i looked it up they do handle animal cruelty,but galatea is a lawyer and maureen trusts her judgement, lets continue to pray and its gods timing not ours but i feel that our patience is running thin. light another candle, stay focused, pray. All the shot, tag, breeding laws etc, being violated will not necessrily mean that Maureen gets Zeke. If grandma does not have the necessary documentation, she may get a citation and then time to respond, and enough time to get rid of the dogs. If the only goal is to get grandma in trouble, we can probably do that. The real goal is to get an official to Zeke, who has the right to enter the house, without anyone having an opportunity to move him. I hope that helps clarify things. What is particularly difficult is that the officer in charge did not really want to deal with this anymore for a number of reasons. He has been the contact person to the animal control officer and it has colored perceptions in a negative way. I really think the best shot of getting an official with the right to do anything is either to wait for the sympathetic female animal control officer who goes back on duty on Monday, or to see the dog, get a photo, have your lawyer there, and have Maureen make a positive ID after a 911 call. |
Alright we just need to sit tight and be patience until Monday lets not mess anything up here. sounds like we are pretty darn close to zeke so lets not put his life at risk now. I know it's hard but it's the right thing to do. |

I don't know if she is or not. This is the grandmother of the child that identified a picture of Zeke on a missing flier as his grandmother's dog "Tahoe". This dog was seen for the first time by a reputable source at the grandson's house at the same time Zeke went missing. The family claimed that "Tahoe" was purchased at a pet store. Usually adult dogs aren't sold at pet stores. The grandson lives 6/10ths of a mile from Maureen. Grandma lives about a mile away from Maureen. Arrests were made for unknown reason at the grandson's house last week. |
I hope all this pans out for Zeke. However a few days ago I was on YT and my nieces son who is 7 was standing behind me and saw a picture of a yorkie and he said oh look their is Rocco,looked nothing like rocco and it made me think of this situation. I don't want to discourage you but all these leads can be easily explained. Was it said that Tahoe was bout as an adult at a petstore. I bought Sissy from one and she was a year old. I just hope all the focus itsn't on this paticular Grandma and something else may be missed. Are flyers still being posted? Also,back to the walmart lady, I would go to walmart and hand out fliers ,ask if anyone remembers her that day. Was that already done? I'm not trying to be negative, just optimistic. |

You are right. Zeke may not be here. However, the little boy was not the only one who saw grandma's dog "Tahoe". There is another witness, very reputable, who saw the same dog, saw the flier and thought it was Zeke. Given that this dog arrived for the first time at the time Zeke went missing, there is reason to believe that there may be a connection. I don't think anything will happen unless a positive ID is made tho. |

I put together a fact sheet with witness contact information to update the file at MPD. I read it to Officer Nickerson yesterday. It was then that he told me he was off the case. He said he would forward the information on to the animal control officer now handling the case. I told him I had all the information in e-mail form and asked for the animal control officer's e-mail address. He did not know his e-mail address and gave me his own two department e-mail addresses. He also told me there was no FAX number at the MPD :rolleyes: He said he would pass on the emails to the animal control officer. I sent the emails and one bounced back immediately. The second bounced back a few minutes ago. I spoke with Maureen and there is an MPD department FAX number on the business card the officer gave her. This guy is a real piece of work. |
