This is repugnant and sick sick sick. If a mother (or whoever) is willing to leave her children alone with rotting/dead dogs in her home - imagine what else she has done, but hasn't been caught. If a person lets dogs/creatures just die, rot in their house, and multiply (and does nothing to save these innocent creatures) - imagine what else she has done.
Just sick.
