i'm confused though,
if someone happens to fall for it and pay their money -- when they don't get the puppy, can't they just call the cops or something? i mean, i'm sure there are a few gullible people who gave these people money, so the cops must be informed about it if it's running in that many states?

I think they wire the money, and it's hard to prove who actually received it. In most of these scams, the money is going out of the country, and who knows what the money is supporting.

Maybe the church is legit and the scammer decided to use that number knowing that a majority of the time a machine will pick it up. The church we used to attend was like that. How disgusting of these scammers to use something good as a means to scam people out of money. That is just EVIL. Makes me so mad!

Usually the people doing those scams have the person wire the money to them through Western Union, because of that there is no way to get the money back. And because It is usually going to Africa legal action is harder to take. The most the people can do is contact the better business bureau and report it to the FBI. They investigate it but if you used a wire transfer for the payment it's unlikely you'll get your money back.
