Usually the people doing those scams have the person wire the money to them through Western Union, because of that there is no way to get the money back. And because It is usually going to Africa legal action is harder to take. The most the people can do is contact the better business bureau and report it to the FBI. They investigate it but if you used a wire transfer for the payment it's unlikely you'll get your money back.
