There are many people who do not understand about medical issues and that might be part of the reason. Im a volunteer with YTNR and the board sets the prices not the foster parents. I also was shocked when I saw her adoption fee and was given a similar explaination to what ladyjane said.

No the foster parent has 1st choice to adopt so if they didnt want to give her up then they dont have to
