my friend is going through something similar with her Chihuahua, Remy. Remy is always scratching herself like crazy. She's been working with a dermatologist to try to get the itchiness under control. Remy was eating Royal Canin Chihuahua formula for most her life and just within the last year has developed the itchies. They started with a food trial special diet of ostrich and rutabaga. I don't think this was a dog food, but something that had to be home cooked. I think they just wanted to flush her system of the garbage food with a simple novelty protein diet. Her itchiness definitely got better on this diet. After three months she was allowed to go back on kibble but it had to be grain free, garbage free, and high quality. I believe she is now eating Nature's Variety Instinct Salmon Meal Formula. She is still doing great and has not gone back to the severe itchiness she had previously. She isn't 100% better but they are still working on it. They even did an allergy test but it didn't come up with anything major (64 injections for nothing, poor puppy).
Oh, i forgot, for a while Remy was also wearing a thundershirt during her itchiest time. It helped to calm her down and also prevented her from scratching her body so much.
