Donating YT 14K Club Member | You should try to lubricate the penis and gently pull the skin back on it. I have had this happen with one of my males and didn't have a problem getting it back in the sheath. In the old days, people would sprinkle sugar on it. Male licks the sugar and gives it lubrication and it goes back in.

Donating YT 14K Club Member | the skin is tight around the base. You need to pull it back over the bulb but very gently. Since his entire penis is exposed, the lubrication may not work but it's worth a try. What does your vet say?
