It's itchy that's why he's trying to lick it and scooting on the carpet. While many creams will sooth the area I would look for something with an anti-itch formula like Benadryl cream, or even A&D ointment. My son's dog was clipped too short in the anal region, and developed a nasty infection from the rash. Once skin is broken, it's very easy for bacteria to enter. I'd also tell my groomer to clip the hair with scissors rather than a clipper, it takes longer, but no more razor burn.
