WOW -- I would take that for a "sign" to persue the idea to volunteer to help the puppies and kitties AND work to educate the owners. I think you have a splendid idea to try to gain their trust and help rather than judge. In doing this at the very minimum you will be able to educate Mr. and Mrs. Pet Shop Owner about puppy mills and proper care of live animals and at best maybe you could convince them to stop carrying live animals.
If the Ms. Nice Gal approach doesn't work then you can always report them to the authorities.
