I'm sorry you're dealing with such greedy people. My (step) Grandmother donated her body to science and believe me, that doesn't mean you get a free ride. When they are done they creemate the body and send it back to you in a box along with a bill for the creemation. I was surprised...I thought that would be the least they could do after you donate your body to them.

If you donate to a University here they don't charge for the cremation, just the death certificate and the urn.

It's so sad and unbelievable that people, losing a family member, would be more concerned about money than their loss. Bless your heart, and your mom's, for stepping in to give this poor lady her dying wish.
