He looks close enough to a yorkie. The only reason I didn't think he was a yorkie is because #1 your statement and #2 the black and white fluffy hair. A couple of the pics you posted actually reminded me of the Shih tzu I grew up with. (I had to enlarge the pic with his face to see that he actually had a "snout," unlike the Shih tzu. :-)

Yes, they share the same ancestors, just that the Biewer was originally created from 2 purebred Yorkies both possessing the recessive piebald gene which created this change in colour. I'm not sure that the fluffiness sticks around as it's the puppy coat now, but generally, from pictures I've seen, they seem a little fluffier and with a thicker/stalkier build.

As for my pup, whether or not he has all of the "correct" colouring, I love him still as he also reminds me of my late Shih Tzu. They do share a very similar colour pattern.
