I think they will bond first and soon the new addition will start to want to bond with you. Just remember...... as puppies, they like the familiarity of another little Yorkie. Give it time.
I look at some of the pics when Seymour was little and on every pic Shelby was looking at the camera and Seymour was looking at Shelby.

Now Seymour is the first one to get on my lap in the evening..... & Shelby prefers her bed in front of the fireplace!!

My Tootie and my Hopey are sooo different but yet they are both Momma's babies.. they bonded right away to each other and to me... Hope was so scared when she came to us, she wouldnt let me a foot away from her and tootie was always right there to take care of her.... I always have one on each side... they play and play together but rarely ever "lay" together, when it is sleepy time they both have to have mom....
