Same here. When I was in college (commuting everyday) I passed a stray on the side of the road. I would not ever stop and pick up a stray myself...you just don't know about rabies and such. But as soon as I got on campus I called all of the local shelters. None of them would pick up the dog (despite the fact that it was only about 1/8 of a mile from 1 of the shelters I called. I finally got a hold of the local police who said that they have one lady officer who picks up strays but that she was off for the week and could I call back monday. A few days later I saw the same dog dead not far from where I origionally saw it.
Maybe it is just the area...but I have also seen litters dropped off in the grassy part in the middle of the highway more than once. What is the point of that. Evenually they will get curious and get hit by a car. They are just puppies. Don't tell me that you couldn't give away a litter of cute puppies!
