No, as they are cross breeds too, a maltipoo is not a recognized purebred dog. What you are looking for is not a birth certificate it's known as a Registration Pedigree. Unless the breeder kept records of who was bred to who....that would be the only place you could obtain it. And then who knows how accurate the record keeping is.

i see so i guess my friend would have to just make something up on her own like a word document stating that her dog Amber is the mom and the boy is the father had such and such (name of the puppy) on this date and so on and have a notary stamp it or something

All three would have to be DNA'd proving the parentage....prior to getting a notary stamp on something like that
