She must then! How far do you live from the city again? Then I suggest you make it a crusade to revamp the whole Health Certificate procedure for the entire United States. That ought to be pretty easy.

"As far as I'm concerned" (and you're right I am not an expert in the Canine Health Certificate Department) he is falsifying the certificate by saying that the dog is in good health when he doesn't know that it is. How can anyone put their name on a document to say that they know something to be true when they don't. Insane. And if this is the law - then yes it does need to be changed. You seem to have a lot of extra time on your hands... how about starting something to get this done?
