He is probably getting adequate water from his mushy food. When I feed my boys fresh food instead of kibble, they drink a lot less. Teddy barely touches the water when I serve him chicken and rice. Like human diets where a lot of water actually comes from our foods.

Billi makes me feed her by hand when she's not feeling good. Maybe try feeding him a couple bites like that to get his strength up...
He did eat his breakfast, it's the not drinking water that has been worried.
