If "pleasuring" becomes excessive, it could signal an OCD issue. Your vet might consider medication if it gets to this level. What is excessive? No firm line, but behavior to the exclusion of healthier behaviors, and maybe even UTI's, or reddened, irritated skin.

Sabu has NEVER acted this way before!
Excessive? - I feel his behavior has gone beyond excessive! Sabu sees Julie in several ways. Hubbs felt that Sabu is trying to bully Julie. This may be the best answer yet. Play with a sprinkling of bullying. Lastly, a playful partner (who has REALLY brought out the puppy back into Sabu) who is ablex
UTI - Doubtful. He never looked SO happy until Julie came into our live! Also, UTI isn't accompanied by humping.

You might try a training aid that was discussed recently to stop barking. It is a can of compressed air that makes a noise and releases a calming pheremone spray. I think it is called Bark control, but I got one called "Stop That". Some people just use a can of compressed air, and the sound of the blast stops whatever they are doing.

It works for a number of bad behaviors like barking, jumping, etc. and I bet it would work for this. It is available at pet stores, Walmart, Amazon.com and many places.

It works miracles with my dogs.

Sometimes it's a dominance thing. When my dog was humped it was by a female she first met. She just jumped on my dog and humped her. It was my friends dog and we were going for a walk.

Oh, lucky for me, Dex does not do this in public so trips to Petco are ok! LOL I even try to tire him out but he still can find the energy to do this! UGH!

Does he wear bellybands? Just wondering? If he does not, and I have no idea why I'm saying this but maybe a bellyband for awhile will UNLEARN this behavior?

Mia is very, very, very, doggie Prozac needing hyper, when it gets bad I put pajama's on her and voila...calm....

I have absolutely nothing to add, except I used to have a female Brittany that would hump my husband's foot if he was wearing white socks (he encouraged it!)
