Phoebe is precious and so are you for adopting her. My first yorkie was 16 lbs, floppy eared and never grew coat. I had papers on him and he was AKC registered. He was just way off the standard. So she could very well be pure blooded.

Yes I think she could be purebred, just a little larger and ears don't stand. Probably the owner didnt work with the ears and it looks like she has the cottony coat which makes it harder to get the ears up because of the heavy coat. Also heavy cottony coat makes one more reason to keep her shaved short. She is a cutie though.

Maybe not purebred or at least not well-bred but shes so cute and has obviously made herself aloving family member - that's more important! Enjoy each other!

I'm no expert either but especially in picture 1 she looks yorkie to me.
