3 yr Old Female Yorkie still poops in the house

Do you think training with a 'Pet Loo' would help? It has a patch of grass on top. There are some that use real grass until your baby gets the idea then you switch to an astro turf top. I purchased one to use in the event of rain. I'm still training a baby, so for now we're just going out.
