The litter registration registers the litter that says those pups are from registered parents (both have to be AKC) with their registered name and registration number. Along with the litter registration, there are individual forms for each pup. The number of pups is on the paperwork to register the litter.
So when a pup is sold, the breeder should be able to give you that individual dog registration form to register your puppy and it will also be transferred to your name from the breeders name as the new owner. If the breeder keeps a puppy, the breeder would send in that individual dog registration form for that puppy leaving the transfer portion bland as ownership is retained by the breeder.
Here in Canada, the breeder must register the litter and when I get the individual dog registration forms for each pup, I must register the pup and transfer ownership to the new owner of any I have sold. I cannot charge more for papers, they are on the dog itself.
Failure to do so can result in fines and suspension from our Canadian Kennel Club until the registration papers are duly completed and sent to CKC to issue the new registration certificate in the new owners name. If the puppies indeed cannot be registered, ie unregistered sire, dam or both, the CKC member will lose their membership with the CKC and cannot register their dogs as a non member and cannot participate in any way in any CKC dog show.
