I don't know if I would do that if I were you, do you know who the breeders vet is? Why does the breeder feel they can take care of this better then you? My biggest concern would be that he came from there with kennel cough and now he would be back in that situation. I'm sorry but IMO I would say NO WAY

I know I already posted to this your latest concern but it's really worrisome to me. Why can't the breeder just reinburse your vet bills? I don't get why the puppy would need to go back in his/her care.
