How long before a puppy can go up and down stairs?

Conner is 18 months old and will go up the stairs if he really has to, but he will not go down. We have the bells at the top of the stairs on a hook. We carry him down to go potty. I like it that way because I know he will never go out the door.

Conner fell down the stairs twice - once when my mother arrived and he couldn't wait to see her, and once when my husband came home from work. Now he does not attempt to go down - he is afraid.

Izzie is one who is not afraid of anything...she is 100% daredevil...I have my stairs going upstairs gated and have slowly increased how high she can go each month...Started out with just 2 steps and she is now up to 7 @ 7 months of age....When I do let her go upstairs she is sooooooooo excited as this an entirely new region for her and when she goes down the stairs I just keep talking her through it....so and easy....so and easy....but I still most of the time carry her down....
