I think praising for 10 minutes after the fact loses the effect. Remember they have a very short attention span. If you are saying "good boy" up to 10 minutes after his has gone potty, he is associated some of those "good boys" to whatever he is doing at the time of the "good boy". So to answer your question, praise like gangbusters for the moment and the moment only. Yes give him the treat immediately upon completion of the job. And then go on to something else.
Yes he will eventually learn to use the peepad only, but you have to make sure that you never let up. Because you want to make sure that he is set up for success and that he has more successes than failures.
If he does have an accident, and it is after the fact, ignor it. Just clean it up and go on. Don't say anything bad or negative, he won't know what you are mad about. But if you are catching him in the act, then you can pick him up, say no! and put him in the right place. Hopefully he will finish the job on the peepad so you can reward him.
