Over Excited in Public - Uncontrollable Yorkie!

Luma is guilty of this as well...we are constantly saying to people, "She's only like this when we're out of the house." In our home she listens, she can do many tricks and knows sit, stay, come, down, etc. But in public, or as soon as we hook her harness to the leash she DASHES forward, pulls so that she is panting and running in place. At the dog park she is well behaved except she is always licking strangers. They think it's cute, but it really is embarassing. She will whine nonstop and pull on her leash at petsmart, on walks, ANYWHERE. She barely responds to us calling her name, when we're in public. She refuses to do any commands either. Not sure what to do, just posting here so I can read all the advice that anyone has to offer to the OP.

This post is exactly what I needed to see. Miss Priss is all over anyone that comes into our home. She is licking and climbing and acting all crazy. Everyone thinks she is a uber hyper dog but when it is just us she is a good little girl, well most of the time, she will still irritate Yoshi and try to get him to play plus she does the zoomies too.

Even my grown skin kids said that she needed puppy prozac and quite honestly it hurts my feelings. She is our baby and want her to behave but I have tried so many things. I have told everyone to ignore her and just talk to me or my DH. Well that doesn't work either, she just gets all up in their face and is giving kisses all over them.

She will be 10 months old the 24th and it is getting embarrassing but I am at my wits end. I would just like to know what I am doing wrong?
