Because it was used to simply make money and make tiny little pocket pups. It is done by bad breeding. Sometimes tiny pups happen but they are not breed for by reputable breeders. Apparently you will have to go through to stick with this breed longer to understand. Maybe talk to some reputable or even show breeders. The word is only associated with bad breeders, puppy mills, and uneducated breeders period.
