| I can’t speak to the ESA other than to have knowledgeof the definition, but one issue you might be experiencing relates to what people know about service animals. Although there is a vast difference, legally and in function, between the emotional support animals and service dogs, when people think of service dogs and know anything about them or the training of them, they know the concept that a service dog is not a pet. Many breeders will not relinquish their pups for the service dog function. They want their pups to be pets, even some pampered pets.

| You are absolutely correct. The service dog training places are always looking for places to place the pups who failed their program.

| I guess I just see an emotional support dog as a pet so that is simply why I felt it was discrimination against someone who has a mental disability. Like say I went to a breeder and bought a puppy and I have depression and that puppy brings me joy then I would think it could be used as an emotional support dog (but I don't fly so I wouldn't require a great traveler). But I guess if you are a big traveler it would take more in-deep knowledge of the dog or puppy you are wanting to get. A lot of puppies adapt and can be trained to be good travelers but there are some who never will so I could see the issues. Say you get the pup and it doesn't travel well but you needed it to and it didn't so you get disappointed or get rid of the pup. It's not as black and white as I first thought it my head. To know the the personality or a dog would make it more suited for that. Like Callie would be a great one but Joey not so much because he barks as lots of things and would be loud. If I upset anyone with my other post I apologize I definitely see the other side of it now.

| Just like all dogs don’t pass the therapy dog training course. We aren’t all meant to be the same. And when a dog is young we just don’t know what their potential may be.

There is NO requirement as to: who trains said dog. what the dog must wear....example mobility dogs must wear black harness and leads.There is NO statement in fedral law as to what must be worn. there is NO requirement as to size or age of a service dog....just that it mitigates the disability. With a letter from therapist/physician it is ILLEGAL for any landlord to charge a pet deposit. This is fedral law. You can check this out at your regional hud office. This is for any cat/dog/hamster/guinea pig/etc. BUT the letter is required on letterhead with the medical reference number and doctor/therapist signature. Just checked by calling Forth Worth yesterday [29 Dec 2017] due to a problem a client is having. Will be able to get it stopped on Tuesday for him. | |

| There are some service dog tasks that they are not trained for in many cases. The dogs just know what is about to happen and alert their handler to that. As a vet tech you know that animals have that sense. I'm sure that you have studied it in your classes. I never said they don't have to do an actual task. In fact I said that they HAVE to mitigate a disability. That they DO NOT have to do 2 tasks. Training does not have to be for a specific task. The very first seizure dog was trained for other service work but alerted to another task that he had not been trained for. Many such dogs have alerted to seizures (along with other hidden problems) without any training for that specific task. Many dogs have never been trained for any service work but have still alerted to the problem and they are all legal services dogs because they mitigate a specific disability. Nothing is cut and dry. There are always exceptions to every rule. Hope this helps clarify what I was saying in my other post. |
