Not to exceed 7 pounds does mean anything 7 pounds and under is standard. I’m not misleading anyone. Reputable breeders do occasionally get tiny pups and it’s is ok and still considered standard. Breeding for them to be tiny is the issue not just them being tiny. This is one of the reasons I’m not a fan of the show role because breeding Yorkies down to 7 pounds and under in my opinion has not been best for the breed. We can not ignore that some of these show standards cause more harm then good. But anything under 7 pounds IS standard.
