I really like #16 but I am not sure it would fit Lulu--she is about 6 lbs, neck 7", chest 12.25" and length is 11". I usually try to fit her length if I can so things don't look too short on her. Do you think the small would be too small?

It's about a 12.5" chest and 8" long, so if should definitely fit a 4-5lber pefectly.

I think it would be perfect on her. The measurements seem to fit and say they are for a 5-7 lb dog.
