I did find one similar.... which actually has a hook for a harness
and adjustable bottom strings. According to those measurements,
he would take a Small in that one.... Guess I'll try it.

I highly recommend the jacket I got Jackson. He is 15lbs and fits perfect in a medium (he has 17" girth, about 14" long, and 11-12" neck).
