| I ♥ Joey & Ralphie! Donating Member | This sounds well within the range of a normal 13 week old puppy, but I think you may have something when you say she's waking up to get a treat. At that age, Joey was only waking every 2 to 3 hours and he had no infection. You might want to wean her off of night time treats and only treat every third or so time she goes on the pad, but keep using praise. Also, you could try tiring her out a little, Joey loved playing chase the dust mop.
