I give him tap water (I refill a water bottle and leave it in the fridge so when I fill up his water bowl it's nice and cold). Maybe I should buy distilled? Or is that going overboard?

This may sound weird but 845-615 is a long time for a small dog to hold it. maybe he is having anxiety over the fact some days he gets to go and others he cant. May be its causing havoc to his bladder. It sounds like he doenst want you to see it or he wouldnt lick it up. If he was being a testy teenager he would leave it for you. Have you thought of a pee pad in his crate while your gone? Or get an ex pen and put a pee pad in it? If he can go as he wants to maybe he wont "leak" anymore.

I trained him to go outside. I've recently tried the pee pad and he won't do it. He's always leaked, it comes and goes. idk.
