thx for the advise from everyone. i hope he know how to poopoo on the pad soon. about the neuturing, i plan to schedule it on nov, because he is going to the training class now. so once the class done, i will bring him to the vet. however, he still missing one testosterone.

should i wait until both develop?

We tried waiting it out with Raja (he had the same condition) and the 2nd one never "dropped." I've read someone here on YT about other people waiting but it never happened for their boys either. He just had a double incision neutering and everything was fine.
