I got an XS for 3 lb McKenzie and it doesnt go over her head without a struggle and the neck once it's on is still huge as well as the chest. I love puppia but it just won't work for her.

Chattiesmom (Cindy's) harnesses are all I can use for her.

Yes. These harnesses do run small (as far as going over the head), but if they will fit your pup they are very comfortable for them to wear.

Here is a site that I shop on quite often. They also have PUPPIA and every other type harness, I think.

They have a lot of cute stuff and a bunch of sale things as well.
