That's crazy! Parks are for the citizens, and dog parks are for . . . you know, the dogs! I can't believe they get away with that.

I'd call and make a complaint with whatever number you can find for state/county/city parks and recreational. If they aren't the right place; I bet they'd be able to direct you into the correct direction. If complaints aren't made, stuff like this will keep happening. . .
