I don't have any advice for you but I am sorry. My neighbors have dogs in the same condition as you describe. These poor dogs never have any human contact. Its so sad.

Don't you think lack of exercise is neglect? I know that the SPCA has guidelines but I had a neighbor who also kept their dog on a 10foot chain it's whole life and it got fed and had shelter and even got patted once in a while but that was that!

I think the laws should be changed!

Good for you! This subject angers me so much... why have an animal if you're just going to neglect (or abuse) it?! I swear, I must have been a dog or a cat in my previous lifetime becuase this bothers me so much! I applaud your efforts- this dog deserves a good life and obviously isn't going to have one where he currently is. Good luck, and please keep us posted.
