Anyone had a puppy that didn't get any taller after 4 months?

Welcome to YorkieTalk.

That's going back a long way for development of my late senior sweetie, but I don't recall that she developed body size and then legs. I know some children who did seem to "sprout."

Hope those who have had experience with multiple pups will chime in.

My yorkies have always grown proportionately, but I do have a parti who weighs almost 8 pounds, and has long legs. He stopped growing in "size" a little after one year in age, but put on muscle mass...he is tall and lean. Hopefully attached is a picture of his long legs from puppyhood.

My other yorkies, Ozzie and Tucker (RIP) and now Gus stayed just barely 5 pounds, and low to the ground. They were done growing by 7-8 months.

Fabian got longer and longer, but his legs didn't grow as fast. He's not a show dog, so no worries. He grew in spurts well past the one-year mark. Your mileage may vary. <g>
